After more than three decades of exceptional dedication to the City of Worcester and the MassHire Central Region Workforce Board (MCRWB), Edward L. (Ed) Gagne is retiring — leaving behind a legacy defined by unwavering integrity, innovation, and heartfelt commitment to the youth, adults, and communities he has served.
Ed’s career spans 39 years across roles including Planner, Compliance Monitor, Youth Coordinator, and Director of Youth Services & Adult Literacy Programs. Over this time, he has helped develop, coordinate, and elevate programs that have supported tens of thousands of young people and adult learners throughout Central Massachusetts. His positive impact, though often made quietly and behind the scenes, has been profound, far‑reaching, and deeply respected.
A Career Marked by Achievement
Ed’s contribution to the community through his work with MassHire was recognized with him being awarded the Thomas S. Green Public Service Award in 2020. This award honors municipal and public-school employees who have made outstanding contributions to public service. The awards publicly recognize the efforts of Central Massachusetts public servants who illustrate exceptional competence and efficient handling of all assigned responsibilities, enthusiastic performance of tasks above and beyond the call of duty and community involvement outside the scope of job-related responsibilities. Over the course of his career, Ed certainly personified these attributes through his work. Ed’s outstanding efforts were also recognized in 2022 when he was presented the “Living MassHire” award for embodying the positive values of the MassHire brand: Collaboration, Respect, Reliability, and Ingenuity.
A life of Excellence and Innovation
As Director of Youth Services and Adult Literacy Programs at the MCRWB, Ed has guided complex, federally funded programs with remarkable skill and precision. His leadership of our region’s Workforce Innovation and Opportunity Act (WIOA) funded youth programs, as well as numerous other workforce, education, and adult literacy initiatives has uplifted more than 20,000 youth and adults through education, training, and career development services.
Ed is perhaps best known for his incredible knowledge of workforce development services and programs, especially WIOA, having:
- Developed and continually updated a comprehensive WIOA Youth Standard Operating Procedures Manual, which as become a template statewide and nationally.
- Published nine articles in the National Association for Workforce Development Professionals trade journal.
- Designed and initiated enrichment workshops at the beginning of his career in areas such as leadership, post-secondary education, financial literacy, nutrition, time management, and youth mental health.
- Added two workshops to the U.S. Department of Labor’s implementation of WIOA.
To colleagues and partners, Ed is known as the person who “wrote the book” on WIOA implementation—literally and figuratively. His manual, guidance, and monthly regional provider meetings have helped the Central Region consistently meet performance goals with zero significant findings over his lengthy tenure.
Impact Felt Across the Region
Ed’s commitment to equity, particularly for underserved, people of color, LGBTQ youth, and other marginalized populations has shaped programs that not only meet grant requirements but truly change lives. Colleagues consistently describe Ed’s approach as compassionate, methodical, and deeply human-centered. He has also demonstrated a remarkable level of integrity over the course of his career, bringing his talent for understanding and translating complex government regulations into actionable procedures and policies have helped our region to thrive.
